English Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, UK councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and land to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a significant number of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would prioritise service redesigns and utilising savings to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in Kent announced its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in Rochester to generate £20m over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the strategy.

Council Tax Increases and Broader Financial Strains

The survey of local authorities in the coalition, which covers several urban centers, further found that more than 70% of authorities will have to raise council taxes next spring to address the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Projections

Research of regional authorities recently further found local finances being strained by the increasing figures of young people and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures underscores the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and need,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the last year, the study revealed.
