The Demise of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from multiple capitals. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, probably supplied through partner states. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: perhaps the incoming missile won't strike its target this time, preventing destruction from ruin and further power outages.

Persistent Threats

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are demonstrably unable to fill in the near term.

Unsuccessful Negotiations

The detailed framework from US administration generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new proposal from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.

Strategic Calculations

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington functions according to a assumption well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not change more in its favour in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until situations evolve in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their objective will now be much harder after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a only one week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show certain reluctance to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
